Veteran fintech entrepreneur joins OxPay to support regional digital payments expansion and consumer platform strategy

OxPay Financial Limited has appointed veteran fintech entrepreneur Joey Chang Wei Nang as a Non-Executive Independent Director, effective May 12, 2026, strengthening the company’s leadership as it accelerates the expansion of its digital payment services across Asia.
Mr. Chang is best known as the founder and former Chief Executive Officer of AXS Pte. Ltd., one of Singapore’s most established payment platforms. Over more than two decades, he led the company’s growth from a startup into a nationwide payments network serving consumers, businesses, and government agencies through self-service kiosks, digital platforms, and mobile applications.
The appointment comes as OxPay advances a phased recovery and growth strategy that includes:
- The launch of a consumer-facing B2C payment platform in Singapore
- Expansion into cryptocurrency payment services in Bhutan
- Renewed merchant acquisition initiatives in Thailand
OxPay believes Mr. Chang’s extensive experience in building trusted payment ecosystems and navigating Singapore’s regulatory landscape will significantly strengthen the Board’s expertise as the company enters its next phase of growth.
The company’s planned B2C payment platform for Singapore consumers is expected to commence pilot operations in the fourth quarter of 2026.
Strengthening Leadership for Growth
Commenting on the appointment, Ching Chiat Kwong, Non-Executive Non-Independent Chairman of OxPay, said:

Expanding Regional Payment Capabilities
The appointment follows several recent milestones for OxPay, including the granting of a Financial Services Licence in Bhutan on April 29, 2026, enabling the company to expand into cryptocurrency payment services in the country.
OxPay continues to strengthen its position in merchant payment services and digital commerce enablement, offering online-to-offline payment solutions to merchants across sectors including retail, transportation, and food and beverage.
